GLAC and SSTA announce collaborative partnership to advance the development of integrated space capabilities in the area of navigational satellite technology

Singapore, 11 February 2016 - GLAC (GNSS & LBS Association of China) and SSTA (Singapore Space & Technology Association) have signed an MOU (Memorandum of Understanding) to formalise a collaborative partnership for industry development. This partnership aims to advance the development of integrated space capabilities in the area of navigational satellite technology focusing on the specialised areas of GNSS (Global Navigation Satellite System) and LBS (Location-based Services) applications.

The scope of partnership between GLAC and SSTA includes co-building a common platform for navigational satellite experts from both associations to share & transfer knowledge, to conduct joint research projects and to identify & co-own partnership opportunities for testing and commercialization in Singapore and beyond. The ultimate goal is to co-build an active channel that works towards the elevation of an integrated space capability resource pool and propelling their achievements onto the global stage.

GLAC launches its global-first Centre of Excellence (CoE) with a mandate to conduct industry, research & product development, technical management and commercialization of the CoE’s output. The centre leverages on its cross-border expertise of 2000 companies and experts in the area of navigational satellite technology across various industries including tourism, payment, healthcare, transportation and many others. Headquartered in Singapore, the CoE is jointly supported by GLAC and Singapore Economic Development Board (EDB). The appointment of the CoE management is assumed by Spacetime Technology Pte Ltd which also provides the business platform for commercialization of the CoE’s development.

Recent development of the COE’s includes an initiative to develop a “360” tourist experience using high precision Global Navigation Satellite System (GNSS) positioning technology. This initiative solicits industry insights from the Singapore Tourism Board (STB) with the aim to enhance the overall visitor experience in Singapore. The STB encourages businesses and organisations in such initiatives that bring on wider benefits to the tourism landscape and growth opportunities. Through high precision positioning navigational satellite technology leveraging on GNSS technology such as the Beidou constellation, a brand-new experience awaits tourists planning to visit Singapore. A sub-meter grade accuracy will mean a hassle-free, personalised and intuitive experience right from the point of planning, visiting to post-visit. The platform, together with new ideas and services from its application partners, will enable tourists to supersede beyond their past travelling experiences benefitting the stakeholders of the tourism industry in Singapore and beyond.

Solutions are designed based on the synchronization of GNSS & LBS technology with Singapore street level map which made possible the high precise positioning. Spacetime Technology works with Singapore Land Authority (SLA) to enable users to have access to useful street information such as building footprints, places of interest, taxi stands, amenities and others that can bring about hassle-free and up-to-date tourist information at the fingertips.

Professor Miao Qianjun, Secretary General, GLAC said: “GLAC adopts a collaborative approach in our global development of the space and navigational satellite industry. The partnership with SSTA will propel this goal to set a high standard for the technical development and applications outcomes from and for its stakeholders in this region.”

Jonathan Hung, President, Singapore Space and Technology Association, said: “The SSTA-GLAC partnership will enable a broader technical and commercial exchange of ideas and innovation within space technology applications. Both association membership bases will benefit from a unique cross-border engagement that SSTA is committed to pursue and grow from strength-to-strength.”
